  1. There is no answer to your question. It depends on the city that you are flying from. One airport may be cheaper if you're leaving from San Francisco, another from Iowa City, and another from Baltimore. One destination airport is not always cheaper in every circumstance.

Airlines do not set prices by airport, despite what many people on this website seem to think. They are set by route and the price on the route depends in part on supply and demand. If there is one airline flying nonstop, expect fares to be a higher than if five airlines fly nonstop. An airline that offers only connecting service may decide to undercut the price of airlines with nonstops.

You should start your search by comparing prices from your local airports to major UK airports - not generically just from destination airports. That rarely works. The wide variety of websites that sell tickets make this a relatively easy exercise.

  2. Depends on what city you fly from.  Usually the flights from NYC to Heathrow (try Virgin Atlantic) will be the cheapest route you can take.  However, I have seen some good prices from Houston to Gatwick also.  Also, Jet Blue just teamed up with AirLingus to offer flights from NYC to Dublin that are supposed to be competitively priced. Scotland will most likely never be your cheapest destination.
