  1. That so depends on how you want to live.  Housing is the big expense. If you have someone for university, rents will be high in a university town, but facilities will be at hand.  If you want to live quietly in a really rural area with lower rent, you will need a car  for shopping and everything else, and that costs, when public transport will be less frequent.  Your best bet would be a flat or a house in a country town where all the day to day needs are close to hand cutting down on travel, but then you are limiting the opportunities for cinema, theatre or other social outlets, and groceries might be a bit dearer.  

    I did a quick search on www.daft.ie for rental prices, and found there are quite a few places to rent at 500 euro a month, and very few for 400 or less.  And seaside or tourist town rentals could be more expensive than those inland.  West of the Shannon - that is, the west half of the country  -  had a lot more choice in my research price range.

    Oh, and the price of cigarettes is €7.15 for 20 everywhere (the Govt. sets the price)  and petrol was  ÃƒÂ¢Ã‚‚¬1.21 a litre this morning. and diesel not far behind, a few cents less.  I don't know about the price of beer, but I suspect it is not as quoted above.
