  1. Special education classes allow for accommodations so that students may achieve their educational potential.  Accommodations can include things like a modified curriculum, fewer students in the class, extra time for assignments and tests, stricter behavior plans, an assistant in the room to provide additional support.

  2. It depends on the level of severity, the school system, ect. I teach in a "special needs" classroom, and it is basically for students that have a learning disability or mental retardation to come and have small group or one-on-one instruction, because these children have a hard time focusing in the regular classroom. Th curriculum is the same for these students, but they might get a modification such as having 3 choices for a question instead of four. Other special needs classrooms can serve students with severe disabilities, autism, ect. These students stay in that classroom almost all day and have specialized curriculum.

  3. Special needs classes are taught by a teacher with a specialized degree which should match the disability of the student. The special ed teacher should also be licensed in the regular ed subject he/she is teaching (per No Child Left Behind).

A regular ed class is taught by a teacher with a special degree in the subject being taught.
