  1. what is similar is both use the same tape, miniDV. However DV is standard definition, and each frame of video is lightly compressed to get a 25mbps data rate. HDV is also 25mbps, but uses a completely different compression called Mpeg2. In this scheme, only 4 or 5 complete frames are taken each second and the in-between frames have to be interpolated on playback. Advantage is more pixels per frame (HD), disadvantage is poor rendition of motion and hard to edit.

  2. HDV is High Definition Video. It is a data format that is stored onto a miniDV tape. There is no "difference" because they do not compare. DV (Digital video (also referred to as standard definition) can also be stored on miniDV tape.

Camcorders like the Canon HV20, HV30, XHA1, Sony HDR-HC7, HC9, FX1, FX7, HVR-V1U and Z1U - among several others are all camcorders that use miniDV tape on which to record DV and HDV.
