Ulster includes counties Monaghan, Donegal and Cavan.  These counties are not in Northern Ireland, they are in the Republic of Ireland.  Northern Ireland, (Tuaisceart Éireann) consists of the remaining Ulster counties: Derry, Antrim, Fermanagh, Tyrone, Armagh, and Down.  

"Ulster" in sports:

In Rugby union, the Ulster branch of the Irish Rugby Football Union (I.R.F.U.) plays as a professional club in the Magners League. In Gaelic Games, the 9 Ulster counties compete with the other Irish counties in the All-Ireland Championships and National Leagues, as well as in the All-Ireland inter-club championships.  The headquarters of the Ulster GAA is based in Armagh.  However, the border separates the  Association football (soccer) teams, there exists a Northern Ireland (international) team, but not an Ulster team.

Way back when Ireland was divided back into provinces, each with a king, there was also the high king of Ireland (over 1000 years ago)

During the plantations (few hundred years ago) bristish families settled in Ireland.

Ireland became under british rule.

Then at the start of the last century (1921) during the treaty talks, where Irish politicians (eg Michael Collins) were trying to negotiate independence from Britan , a compromise was made, Ireland for the most part could be free but britian was keeping 6 counties: Down , Derry, Antrim, Armagh, Fermanagh and Tyrone. These six counties (all in Ulster) became Northern Ireland - ruled by Britian, while the remaining 26 counties became the republic of Ireland.

There are 4 provinces in Ireland, Ulster, Munster, Leinster and Connacht. Ulster is the most northerly province and has 9 counties, Derry, Antrim, Down, Tyrone, Armagh, Fermanagh, Donegal, Monaghan and Cavan. The last three counties, Donegal, Monaghan and Cavan are part of the the Republic of Ireland, the other 6 are under British rule and are called Northern Ireland. Ulster is a province of Ireland.  Politically, most of Ulster is part of the United Kingdom - that bit is called Northern Ireland.  The counties of Fermanagh and Donegal are geographically part of Ulster but they are in the Irish Republic.

I stand corrected.  Fermanagh is in Northern Ireland.  The Ulster counties in the republic are Cavan, Donegal and Monaghan.

Northern Ireland consists of 6 counties ALL UNDER BRITISH RULE.  Those counties are Down, Fermanagh, Tyrone, Antrim, Armagh, Derry (called Londonderry by some).  The British claimed sovernity over these six in 1922 because they claimed there was a protestant or loyalist majority in each (in truth Fermanagh and Tyrone have always had a Catholic/republician majority).
