  1. A reaction is an involuntary action to counter annother action. A response is a voluntary and premeditated counter action.


  2. It's mostly connotation:

    A reaction is usually considered to be immediate, not well thought out.

    Where as a response is usually thought of as more calculating, and perhaps more rational.

  3. Usually the same idea, but slightly different connotations.

    A reaction is usually involuntary, caused by an action made upon you.

    A response is usually more voluntary, and it is your action in return to the intial action.
