  1. Une Cathedrale is a large church usually named after a saint,eg La Cathedrale de Saint Jean.

Le Sacre-Coeur is literally the Sacred Heart (of Jesus) and is the name of a famous Cathedrale in Paris. Sorry, can't do the accents.

    Hope this helps

  2. A Cathedral is the seat of a Bishop or Archbishop. Notre Dame is the Cathedral of Paris and the Archbishop of Paris governs his archdiocese from Notre Dame.

Sacre Coeur  is not connected to the governance of the Church.

However, as a large and important church it is designated a Basilica (Basilique in French). As such it has a  certain precedence before other churches in Paris. Sacre Coeur is one of  the166 Basilicas in France.
