  2. A cyclone is a tornado that forms over water. Tornado over land. Most places in the US call tornados over water, Water Sprouts, but they are called Cyclones in other parts of the world.

  3. A tornado is a cyclone and really it is any cyclonically turning parcel of air..   a tornado would be the smallest of all cyclones typically.   Some people say they are not cyclones but they are.   The difference being the size of tornadoes and tropical cyclones which can be massive.
