  1. the morning line is the starting price...the track thinks a horse will pay $8.00 so his odds are listed at 3/1.....3 dollars for every dollar you bet, and you must be 2, so that is 6...plus you get you 2 back...so 3/1 is a $8.00 pay-off....short price is any pay-off where you can't double your money..1-1 will get you $4.00 back....4/5...will get you $3.60-$3.80....a very short price


  2. The starting price is the horse's odds when the race actually starts.  The only time I have ever heard anyone refer to a "short price" is when saying something like "the horse is a short-priced favourite" meaning you wont get much return on your money if backing this horse.
