Interstate means "between states" and intrastate means "within a state".  So, an interstate highway is one that runs between two or more states, and it is part of the national interstate highway system administered by the federal government.  An intrastate highway is one that occurs within a state, but in the context of the question it sounds like it would be one that occurs only within one state, but does not go outside that one state's boundaries.  I hope this helps.

  3. Interstate and Intrastate highways have the same colored/looking shield (red and blue).  However, interstates cross multiple states - examples - I-80, I-90, I-40, I-10, I-95, I-55...While intrastates stay in one state - examples - I-43, I-72, I-16, I-49.

    The main point is that interstates and intrastates are held to the same standards for construction.  No intersections, only interchanges, at least 4 lanes divided highway, with 10 foot outer shoulders.

    There are other types of interstates - 3 digit interstates but those usually need a 2 digit interstate to be named.
