Your probably talking about the Svalbard Global Seed Vault that was opened in Sweden.  Most countries operate seed banks to store seeds in case of emergencies - droughts, blights, etc.   The Svalbard seed vault located north of the artic circle is the ultimate backup to these local seed vaults.   If a local seed vault fails, they can go to this seed vault.  The doomsday moniker comes from the thought that even if civilization collapses, the seeds in this cold storage would be viable for a century.
