Astatine-210, only has a half-life of 8.3 hours. It is also soluble which may contribute to this. It doesn't last very long.

There are several that are in contention for that honor.  Of course the transuranium elements are not choices.  It would have to be the elements below U.  

I would say Tc, Fr, At and Po would be the likely candidates, in that order.

Of course, to my knowledge, there is no naturally occurring technetium, so either that's the one, or we can't count it, one or the other.
