Well, you can start off with a Master Ball. If you don't have that, then you're only hope is a Wobbuffet. Just make sure its below the level that Latios is. Weaken it with Mirror Coat and catch with Ultra Balls or Repeat Balls. Here's what I'd do:

1. Go to Mauville city (the middle of the Hoenn Region). From Mauville, you can go to the surrounding places, which usually contain Latios.

2. Track Latios with your Pokédex. Remember, you had to have seen it first so that it can appear on your Dex.

3. Try to predict which way it will go. Once you figured it out, or you're close to it, SAVE your game.

4. Use a Wobbuffet to catch it. Wobbuffet has Shadow Tag, which means no Pokémon can leave the battle.

5. Do NOT kill it with Wobbuffet's Mirror Coat! If you do, then you can turn your game off and have another chance, since you should of SAVED your game before encountering it.
