If you mean Victoria island: best take a ferry as it`s a long walk.

Victoria island is one of the picturesque place i have ever been to.

You go to Tsawwassen from Vancouver.  BC Ferries sail to Swartz Bay on Vancouver Island.

Both ports have easy public transport links.

There are a couple of options.  There is seaplane service from Coal Harbour (downtown Vancouver) to Victoria's Inner Harbour.   If you don't have a car you can catch a Pacific Coachlines bus from the Vancouver Bus Depot to the Victoria Bus Depot (via the ferry).  You can take transit from Vancouver to the Tsawwasan terminal, catch the ferry as a walk on, then transit from the Swartz Bay terminal to downtown Victoria (you could also buy a ticket on the ferry to take the Pacific Coach from the ferry to downtown.

Finally, if you have a car, drive to Tsawassan, catch the ferry then drive from Swartz Bay to Victoria.
