There is a scene in the episode Mr. Griffin Goes to Washington were Bill the talking paper bill from SHR is stabbed by a guy picking up trash, during his bill song. im not sure if thats the one but i hope i helped.

As I recall the part you're talking about took place in the episode where Lois becomes the mayor.  It's from the "I'm just a bill" segment and the bill starts singing and a janitor come along, stabs him and then picks him up like waste paper with one of those trash pick up sticks.
