conventional wheel+rail:

record 357.18mph

sheduled trains 215mph

maglev:

record 361.01mph

sheduled trains 268mph

Good question and it changes almost every month. Conventional high speed rail and maglev are more or less the same, most of the time their records are within a few miles an hour of one another.

I believe ther French TGV is currently the fastest real train at just under 350 MPH.

There is a rocket powered unmanned purely experimental sled on rails at Holloman AFB that has acheived speeds of over 6000 MPH.
