It's for right-handed people.  For example most circular saws are right-handed, but you can get left-handed circular saws, which are basically mirror images of right-handed ones.  The difference here is to keep the exposed blade side away from your body during use.

Depends what type of tool it is.  A right handed lathe tool is cranked to the right so is used to cut in a left to right direction.  The normal crank is to the left so that it cuts from right to left.

Such tools as sheet metal work have right handed cutting tools, left handed cutting tools and straight cutting tools..all these shears are color coded so you grab the right one..it has NOTHING to do with being either left or right handed... for sheet metal you must cut circles, arcs and many angles to fit duct work... If you have a specific curve that goes towards the right..you use the right handed tool..vice versa for the left....
