There is no ideal measurements for a 14 year old girl. All girls grow and develop at different rates. By 14 I had completely stopped growing. My bust size has remained the same. My waist & hips/butt have changed many times since then. Don't compare yourself to standards anyone else has set, thats what starts anorexia and bulimia. If you want to know where your body should be at, the best person to ask would be your Dr. they will not only be able to tell you based on your height, but also factor in medical history and genetics to give you an idea of where you should be.

Well waist size depends on height, the other measurements depend on frame size, body type, and how much you have developed.
