It is more like the rides at an amusement park.  If you are tall enough to reach the counter, you will probably be served.

Legally at 16 (beer) and at 18 (spirits) but it's not very difficult to order a drink if you are a minor in pubs.

whatever the "legal" age is, it's really not policed very well. At 16 you could probably go to a bar and get a drink without a problem.
