  1. 14 if you have a work permit.  15 or older does not require a work permit. A lot places will not hire anyone under 16 even though it is legal in Virginia.  Some places will hire under 16 with a work permit only even though under state law a permit is not required for 15 year olds.

    Source: Me. I legally worked in Virginia when I was 15 WITHOUT a work permit.
