The source has the details on the different certification levels for the American Swim Coaches Association.  Basically, Level 1 means that you have a basic understanding of the rules of swimming, Level 2 means you have a basic understanding of stroke fundamentals and development, Level 3 means you have had some success in training athletes, levels 4 & 5 mean you have prepared athletes to compete at the highest levels.

a level one coach cant coach above 5m. and you must always have a level two or higher coach present when coaching.

to do a level two course you must already have one diver competing in age nationals.

to do a level three coaching course you much have at least two diver competing in Jr Nationals

to do a level four coaching course you much have a least 2 divers competing internationally.

if your talking about diving that is how it works

so basically the higher your coaching level the more advance the coaching ability is.
