The more inexpensive parrots are usually the ones that are up for adoption.  They're sold by people that couldn't care for the birds, or couldn't afford it.  So, the lowest prices could probably be found in your local newspaper (or whatever other media is used to place private bird sales).  But be careful: you may end up inheriting someone else's problems that they couldn't deal with.
