People from Turkey need visa going to USA therefore either thru petition within family but if not then it needs a lot of paper work. Invitation from an American citizen maybe that you are responsible for the cost at the time the person is visiting you. And like other countries USA also may require travel insurance, booked plane ticket ... etc. The person being invited may proof he/she has enough money in his/her bank account to finance his /her trip to USA.

Well, simply inviting them to come has no real effect. This person would need some sort of visa to come to the US. Normally, they would need a tourist visa, and would need to apply in Ankara or Istanbul. They don't need an invitation to do that.
