Whats the smallest shoe size you seen someone have or heard?

Im a size 5 but recently saw and compared my foot up to a girls foot that was ONLY a size 3 !!!!! If your foots a size 3 how many inches long would you say your foot is? Like 6, 7 or 8 inches. If you can measure so i can figure this out.
