Whats up with the strange number of picks in the NHL entry draft?

This year there were 211 picks with the the 2nd round having 31. The same thing happened last year. The year before there were a total of 213 picks with 33 in the 2nd round. Whos getting these extra picks and why?

  1. In the second round this year, Phoenix was awarded a compensatory pick because a player they had previously drafted (Blake Wheeler?) finished his NCAA career and did not sign with Phoenix, opting to becoame a free agent instead. So the Coyotes were awarded a pick to make up for that.


  2. I think it has something to do with trades or for players that get signed by offer sheets, like they got compensatory picks.

  3. I believe it has something to do with the 61st pick like you said. According to Wikipedia, the 61st is included in "Round 3" however it precedes the Lightning's pick. The pick belonged to "Colorado from Detroit via Los Angeles." I'm still stumped, but this may clear things up a bit.
