Whats wrong w/o my peach tree ?

I have this peach tree that produces little peaches the size of golf balls every year. There seem to be little black dots growing on the peaches is it a plant disease or is it just too ripe or what. the black dots are not rough to the touch

It could be blackspot which is a bacteria that affects peaches.  To prevent it you would want to make sure to clean up any fallen peaches and debris around the tree in the fall.  In late winter you should prune the tree to promote air circulation.  Fertilize the tree in March and May.  To get bigger peaches, you can thin the crop - remove a good many of the peaches when they are very small.  If you wait too long to do it, it won't help.
