Sounds like you have a bad component located within your audio section of your TV.  If this is true, you generally should just replace the TV rather than have it fixed, depending on how expensive the TV is.  You could try to isolate the TV audio section from an external source by trying to see if the same whine exists when you use a VCR or DVD as the audio/video source.  If you do and still have the problem, it looks like the TV audio is shot.  If you don't have the problem, you have a problem with the audio associated with your tuner.  You didn't say whether or not you have a cable box.  If so, there could be a problem with the audio section of your cable tuner.
