Whats wrong with my betta?

his fins are starting to have a hint of red. he tries to swin down his bowl but he quickly floats to the top. i think he might have velvet. but not really sure what that is. is it deadly? and what could i do about it? help plase

yes, i think you're right, i does sound like velvet.

Most likely fin rot or septicimia.  Both caused from poor water conditions.  A betta should be kept in a 5 gallon heated filtered tank not a bowl.
