  1. Now is the time to find an avian veternarian. Nobody here on yahoo answers will be able to tell you what is wrong, only a professional will.

  2. There is a possibility that the quail bumped his head... if he was startled, he might have hit his head hard.  If not, the quail somehow was compromised by something in the environment or genetics.  You describe a bird in a weakened, stressed state.

Young quail, in perfect conditions, clean cage, water, good food etc can still have some mortality, IE 15% for no reason other than genetics.  The symptoms, as you described, are common in a bird with a physical weakened state could be genetics, cold or disease.  If a quail gets chilled, the quail could die even though the temps are fine now.

As a professional breeder, I see occasional bird succumb this way...  At first I tried to save them but found out that they may eventually succumb again later... if they have a disease, it may also go into some of the flock.  I now expose my birds over two weeks old to continually more challenging (but not extreme) environments to manage out weak birds.

If you want to try to save the bird, put him or her in a quiet, isolated area and appropriate temperature for his age.  Dip his beak in a private water dish once and a while.  Grind up his food and do the same.  The little bird may not make it though and you may need to mentally prepare for that.  Weak quail are so very fragile.  There is medication for respiratory problems but normally a genetically healthy bird in a clean, stress-free environment would not need that.  Wash up between caring for the birds just in case.

Culling would be less labor intense but I'm sure painful on your heart.  Check for conditions in your birds area that may be harming them and mitigate or remove the bad envirnmental issue...  if many more birds die, contact your health department because something more serious may be brewing.
