Whay are the top 10 major cities with the worst traffic?

you have to look at the number of freeways a city has for its population right? a city like phoenix that has about the same amount of people than san diego (give or take a few) might be higher on the list because it has less freeways than san diego ,wich makes fewer ways to travel through a city either north ,south or east west.
