Peckham Market.  It depends what you want I suppose.  If it's food then any of the street markets in South London would be good for value fruit and veg etc.  if it's specific shops then as someone else said Primark is good as is Matalan.  Poundland is good for toiletries, stationery, biscuits, kitchenware, toys, batteries, gardening stuff etc.  Everything is a pound.

    For example there are some good streets for cheap CDs, and some other good streets for cheap electrical stuff, and there're probably some good streets for clothes, etc.
