Neither, the wheel base is from the center of the wheel to the center of the wheel. It has nothing to do with the tires.They would be the same.

If you are looking for the wider tire,  it is the one with the larger first number.   The first number is the width in mm,  the second is the ratio of height in relation to the width.

Do you mean which is the wider tread on tyres of the stated size? If so, 205/50 would be wider. The first figure relates to the width of the tread in mm, the second figure is known as the aspect ratio, relating to the height of the sidewall as a percentage of the width of the tyre.
