The first two years he had a Democrat Congress, the last 6 a Republican Congress led by Newt Gingrich and the Contract With America. The national debt went up each year during the Clinton Presidency. Not one year did it go down, yet we keep seeing the spin about surpluses.

B.  The Gingrich revolution swept the next election and for the first time in 40 years brought a Republican Congress.  They proposed and inacted the Contract with America which was sweeping and fixed Welfare as we knew it and enacted other reforms that kept Clinton in check!  They get no credit for it.  Clinton was helpless without it!  Then he took credit for it all.  Life is not fair!  But, we know the truth!

Clinton was inaugurated in 91 with a Democratic Congress. He lost that in the Republican Revolution of 1994.
