When Countries say they are going to donate millions in aid, where does that money actually come from?

It is almost never actually money but goods and services which the government pays for out of taxes, thus actually stimulating the economy (and ripping us off, of course).

The amount given is less than the amount pledged. The money, if given, comes out of tax revenue.

It also does no good, most countries which need aid need aid because of serious problems in their own governments.
