When Countries say they are going to donate millions in aid, where does that money actually come from?

Do they have some kind of money stashed away for good causes or something?

  2. It is almost never actually money but goods and services which the government pays for out of taxes, thus actually stimulating the economy (and ripping us off, of course).

  3. The amount given is less than the amount pledged. The money, if given, comes out of tax revenue.
