They never actually referred to themselves as "West Germany" in any official capacity. It was (and is, since reunification) the "Federal Republic of Germany", while the east used to call itself the "German Democratic Republic."

Governments in historically divided countries like to use names that imply that they're the legitimate authority for the entire territory they claim. It's rare for them to use self-referential labels based purely on the amount of land they actually control.

For example, North Korea is officially the "Democratic Peoples' Republic of Korea", and South Korea is simply "Republic of Korea."  Taiwan still calls itself the "Republic of China" despite ruling only one small province within the traditional boundaries of China.

West Germany

Former republic (1949 – 90), west-central Europe. It consisted of the western two-thirds of what is now the Federal Republic of Germany. It was formed in 1949 when the U.S., British, and French zones of occupation in Germany were united, while the Soviet zone became East Germany. It became a sovereign country and a member of NATO in 1955, though its occupiers retained military bases. It united with Saarland in 1957, and it joined the UN in 1973. It was reunited with East Germany in October 1990.
