Why can't it be reached? I don't understand. Is it some government organization or something?

  1. They could have a blocked, VOIP or international number

  2. If it was a blocked number, OR out of area number, in most or all cases, *69 will not work..

  3. Because its not *69 its *67

  4. It means that whoever called you, blocked the callback feature by entering in *67. It's a prankster's loophole and I hate it.
