When I turn right, CAN I USE BUS BAY AS a temperary standby? Is it leagal or not?

Most likely not.  That bus stop needs to be clear when a bus comes up, the bus can't be stuck outside of it because you're there.

In San Francisco, stopping at a bus stop is a $250 fine, about ten times more than the usual parking fines.
