    was not approved by BCCI. Since BCCI is the governing body of cricket in India and as they did not approve ICL, ICC also did not approve ICL, whereas IPL was approved by ICC because

    In ICL, the commission as above is retrieved by Subhash Chandra's company, thus not profiting the national cricket governance body (BCCI).

    BCCI is also the richest Board and it almost monopolises the IPL under it's guidance stating it as it's own creation. If BCCI breaks away owing to disputes, then ICC will lose a huge amount of revenue, viewership and tournaments.

    It's all about the profit.
