When Ind. Rail. subscribe to online advt (google ads displayed on their pages, popups), who makes the money??

Question

Indian Railways site gets thousands of hits per day. They have tied up with some advertisers and display ads and popups on their official (govt.) website. Who gets the money from this? Is this legal? I would rather not see popups and ads from a public service site with a .gov.in attached to it.

Google makes the money. I agree it shoudn't be done. But no one listens to me.
