When MUST you have a passport to come back from Mexico if your driving?

ok so im planning on going to mexico this weekend. just to nogales but i dnt have a passport. do i need one to get back or will i be ok with a state id and my birth certificate? please tell me i need to know

BTW you don't need a passport til June, 1st 2009

i went to Tijuana 2 weekends ago just for the weekend and used my state id to come back. i believe that it is in effect that u have to take a passport but will not strictly be enforced til 2009
