When Russia will join EU?

Neither EU nor Russia want that.

If Russia join the EU , it will be the most powerful country (don't forget , it's the biggest country of the world and one of the most rich). You understand that the balances and the stability will not be the same as now. Millions of Russians will immigrate in EU countries. It will be hard not to accept Russia's decisions and propositions because of her influence in the East-European countries (former Soviet).

But i think that Russia is not interested to be in EU. She has a lot of power , and as we all know her President wants to make her more powerful .
