I think the child deserves the respect to be allowed to pee in private,  by not doing this you are not providing her with a sense of boundaries concerning her body.

I don't know. How old is everyone in this little scenario? If we're all over about 3, it sounds a little weird. If we're potty training someone in the picture, it might be ok.

That depends on why you would watch. It also depends on how you are related to the child ie; mother father. But in my opinion it is not necessary to watch a child girl or boy use the toilet. unless it is in the course of potty training in which you are encouraging the child to use the potty. Defenitily not ok to watch
