    Kinetic energy is proportional to velocity squared.  Less velocity means less kinetic energy.

    Also energy must be conserved, so if PE is increasing, KE must decrease (unless some other form of energy is decreasing).

    By the way, in another of your questions you ask what PE is due to.  There are several types of potential energy.  Gravitational potential energy is due to the height of an object above the gravitational source.
