  1. At the time of the last ice age the sea level was reduced to the point that there was a land bridge between Siberia and Alaska.  

    This allowed the migration of H. Sapiens to the New World and it's settlement by people all the way to the southern tip of South America.

  3. ASSUMING YOU MEAN A BUILDUP AT THE POLES THE ANSWER IS YES IF THE BUILDUP IS LARGE ENOUGH. A LOT OF ICE WOULD BE NEEDED TO LOWER THE OCEANS AROUND THE WORLD BY SO MUCH AS ONE INCH.
