When a business license application is filed does someone physically come to inspect the shop

Does the county planning or finance dept. send someone one to make sure there's access through the shop for customers and that the signage is proper and note any violations such as display of merchandise outside of building, although still within lessee's area (the front patio) and demand it be removed prior to license approval?
