Question:

When a city council has a meeting and doesn't invite one of their members can the decision be reversed?

There was a meeting to decide the chief position of a town and one of the members was not invited to the meeting, therefor didnot get to vote. As a result the council voted without him and the position is being offered to someone else. The person who didnt vote is not happy about the not being able to vote. There is reason to believe that the person was blackballed. In the past the position had always been given to the next person in line, in regards to seniority. For the first time the council went against this and decided to interview two canidates and to make a vote on it. Can they vote without all members? Can they not invite a person on the council? Can the descion be reversed? Is this right?

  1. Most towns have adopted Robert's Rules of Order as their guidelines for meetings, there may be other state laws.  In general the meeting time and place should have been published (no need for an invitation) and if there is a quorum the meeting and decisions made there are good.
