I noticed that plenty of American citizens have properties in Europe, and their status ( being legally owner of a house ) allows them to live here.

I know several Americans who live in Paris ( and most of them are rather elderly people, and probably retired, I noticed).

In terms of laws, is there a reciprocity for foreigners who buy a home in the US ?

  1. false.  However, Europeans can live in the US for up to 6 months.  Many Europeans buy homes in the US and use them as vacation homes for several months out of the year.

  2. No, just because you own property in the US does not give you the legal right to reside in the US.

I think you may be mistaken on Americans who own property in Europe too.

  3. You can buy an apartment or house so you can claim residency.  However it will not help in getting a visa.

  4. No owning property does not make anyone a citizen. Nor does it earn them a green card. You have to apply and be granted either of those things without regard to the ability to buy property

  5. No,  you can just come and visit your vacation house
