When a new president is elected, how long does it take for new policies to come into effect?

Lets say Obama gets elected president. He has a proposed universal Health Care plan. Would it automatically go into effect? Would he have to iron out details and tie loose ends? Is that already done? Does there have to be a vote for it to go into effect? Please no Obama hate messages saying that he would never get elected. This isnt a pro Obama or anti McCain question, its purely hypothetical and im just looking for an answer on procedures in the white house. Thank You.

  1. As soon as the Congress passes the President's proposals and he signs them into law. There is an axiom which applies: "The President proposes. The Congress disposes".

    The person who hold the office is the President. His duties are set out in Article Two of the Constitution. He is not a Federal Wizard King.

    now that's a good one, like the people of the usa would do anything other than sit on there backsides, you just had to look at when George bush cheated at the election, they just sat on there backsides and done nothing. If you really want to see how a country where the government is scared of its people look towards France, if the government try to do something they do not like they go on strike and stay on strike until the french people get what they want. why change the usa health-care system, the USA health-care is ranked 26 in the world, what a great heaith-care system.

  3. When our do nothing Congress gets their act together.  The President does NOT put policies into place.

  4. It is the Congress who legislates (makes laws/national policy)including permission to go to war.   And it's not a quick process.  in fact, it's usually painfully slow.  the framers made sure sweeping changes could not be made easily or without great deliberation and discussion.

    a proposed Bill goes around and around and around while committees fool around with the wording and policy and such.  if both houses of congress are satisfied with the Bill, it goes to the prez to sign into law or to veto.

    the prez can pressure members of the house or senate, or threaten a veto but no, he can't make any law.

    if enough of the Congress want a law or policy passed that the Prez has vetoed, a 60% majority can put it thru anyway.

  5. Congress would have to vote on Universal Health care.

    It depends on the president. FDR had amazing support in Congress and changed our entire country in 100 days with the new deal and bank holiday.  

  6. First you have to have a real plan, then you have to get it passed through congress.  You won't see it.  The people of this nation will shut it down.
