When and if Bush is out of office will criminal charges and or war crimes charges be filed on him ?

    Just like Clinton wasn't brought up on war crimes

    For Illegally bombing, attacking or invading

    Serbia, Haiti, Sudan, Iraq, Afghanistan and Kosavo

    All without Congressional or UN approval.

According to the United Nations Charter (ratified by the U.S. in 1945) the war in Iraq is an illegal act of aggression.  The UN security council could initiate charges through the International Criminal Court.  The idea has already been presented to Luis Moreno-Ocampo who is the chief prosecutor.  He is also working on prosecuting the President (al-Bashir) of Sudan for orchestrating the attrocities in Darfur, Sudan.

    Jurisdiction is an issue however.  Sudan signed the Rome Treaty which recognizes the ICC but they haven't ratified it yet.

    Clinton signed the Rome Treaty in 1998.  Bush unsigned it (backed out) 8 months after the attacks of 9/11, and less than a year before the invasion of Iraq.

    I don't fully understand the situation, but it goes beyond the powers of Congress.
