there is the Jon Russell Boxing Club in Rock Falls (located at the American Legion)

They have ongoing tournaments throughout the year, you'd have to contact them to get the dates.

I know there are other programs in Chicago, Cicero,, Galesburg(Galesburg youth athletic club)Quad cities. Peoria

If you're downstate, you'd have to look towards St. Louis
